IDENTIFICATION of English Learners

 

STUDENT IS NEW TO CALIFORNIA PUBLIC SCHOOLS

PARENT FILLS OUT A HOME LANGUAGE SURVEY

IF A LANGUAGE OTHER THAN ENGLISH IS MARKED FOR HOME LANGUAGE THE STUDENT MUST BE ASSESSED IN ENGLISH

STUDENT TAKES THE INITIAL ENGLISH LANGUAGE PROFICIENCY ASSESSMENT OF CALIFORNIA (ELPAC)

MEASURES SPEAKING, LISTENING, READING, AND WRITING

75% OR HIGHER

INITIALLY FLUENT ENGLISH PROFICIENT (IFEP)

74% OR LOWER

ENGLISH LEARNER

STUDENT IS NOT AN ENGLISH LEARNER AND DOES NOT RECEIVE DESIGNATED ENGLISH LANGUAGE DEVELOPMENT SUPPORTS

THE RECLASSIFICATION CRITERIA IS MET

RECLASSIFICATION to fluent English proficient

Reclassification is the process whereby a student is reclassified from English learner (EL) status to fluent English proficient (RFEP) status. Reclassification can take place at any time during the academic year.
 
Exit (Reclassification) Criteria
The goal of language acquisition programs is for students to become proficient in English as rapidly as possible and to meet state academic achievement measures. This district’s exit (reclassification) criteria are listed below. (20 U.S.C. Section 6312[e][3][A][vi])

Overall ELPAC Level 4 
Teacher Evaluation
Student is prepared to participate effectively in the curriculum at a level equal to the average peer. 
Parental Opinion and Consultation 
Parent agrees that the student is ready to be reclassified.
Comparison of Performance in Basic Skills
Local Assessment score at grade level or higher on a benchmark assessment.
 
Students who are reclassified will no longer receive designated English language development or take the annual English proficiency assessments of California (ELPAC). Their progress will be closely monitored for four years to ensure success without these supports is maintained.
